Purpose. The main purpose of the article is to examine the current state and the development prospects of Ukrainian sugar producers in both domestic and foreign markets, as well as, to emphasize the importance of customs policy in the development of the industry. Methodology. This article is based on the scientific achievements of Ukrainian and foreign experts on the production and state regulation of agricultural products market. Because of the market dynamism and the emergence of a large amount of new information, the authors focused on the analysis of scientific collections and journals and experiences of leading practitioners, as well as data from Internet resources, which provide statistical information. The methods such as logical generalization, systematic approach and theoretical search were used in the process of the research. Results. Foreign economic activity should be focused on potential benefits; therefore it is relevant for those industries that have the ability to produce more than domestic demand. These include the sugar industry. However, it should be remembered that the development process of foreign markets is not possible without offering a competitive product and having consistent government support (prudent customs policy, setting minimum prices and quotas). The main foreign trade goals of the sugar market leaders include taking into account the opportunities and threats, as well as the advantages and disadvantages of the development of national industries in order to form export motives. Thus, a diversified strategy aimed at expansion should be used. Adaptation of the domestic industry to world conditions requires optimization of the mechanism of state control over the market, in particular: ensuring the protection of domestic enterprises; intensification of work on finding new markets; stimulating the improvement of quality and competitiveness; accelerating the introduction of new, harmonized standards; intensification of cooperation with countries that do not have their own production. Practical significance. The obtained results can be used in the work of domestic enterprises and government agencies that implement regulations in the sugar market
