The aim of the article is to study the basic requirements for the export of flour mixtures in European countries in order to ensure the promotion of domestic producers on the world market. Methodology. Modern methods of collecting and analyzing information were used during the study, the main source for obtaining information is the regulatory electronic database of the European Commission. Results. European consumer policy aims to protect consumers while ensuring the uninterrupted functioning of the single market. It should be noted that in the European Union the issues of product quality and safety are separated. At the state level, only the requirements for packaging and labeling, requirements for the enterprise as a whole and the production processes that take place on it are regulated. Basic requirements for safety are regulated both at the national level of each country and at the EU level. In this direction policy focuses on the concept of traceability of both raw materials and finished products. The EU has established 53 technical regulation measures for food exported from third countries, including Ukraine. They mainly concern the requirements for product safety, packaging and product labeling. The main requirements for dry flour mixtures for confectionery are: ban on the consumption of unprocessed mixtures, which include powdered milk, flour, crushed nuts; restricted use or complete ban on the use of potassium bromate and azodicarbonamide, some requirements apply to the presence of flour bleaching agents in mixtures – chlorine and chlorine dioxide, preservatives – ascorbic acid, acidity regulators – aluminum phosphates. Only import from officially registered enterprises using the HACCP system is allowed. European customs authorities may suspend import from whole Ukraine or its part, or take temporary protective measures if the products may cause any risk to public health. The control conducted by Ukraine must provide guarantees with an effect equivalent to the effect established by EU Directives and Regulations. Practical significance. The main requirements for quality, safety and labeling of flour mixtures of product subheading 190120 in accordance with the requirements of European regulations are determined. The separation of such requirements will significantly simplify the procedure of preparation of accompanying documents for food export by domestic producers
