The purpose of the article is to study the basic requirements for the export of cosmetics to European countries in order to ensure the promotion of domestic manufacturers on the world market. Method. Methods of theoretical search, systematic approach and logical generalization are used. Results. Due to the possibilities of domestic producers to enter European markets, there is a question of broad consideration of the procedure of technical regulation of exports to these countries and changes in the procedure of assessing the quality of cosmetics in accordance with the regulations of different countries. The article analyzes the main requirements of regulatory documents of Europe, the United States and Canada for the export of this product group, on the example of lipsticks. It has been established that the standards of certification of cosmetics differ significantly depending on the region. The strictest standards are in the United States and the United Kingdom. The EU's control over the safety of make-up mainly concerns the regulatory framework for market access, international trade relations and regulatory convergence. The most important regulations of this regulation include the following provisions: enhanced safety requirements for cosmetic products; introduction of the concept of "responsible person"; centralized notification of all cosmetic products on the EU market (CPNP); introduction of reports of serious adverse reactions (SUE); new rules for the use of nanomaterials in cosmetic products. In order to fulfill their obligations under the EU Cosmetics Regulation, companies must fulfill specific responsibilities before placing a product on the market, including: safety assessment; providing information about the product; compliance of ingredients; reliability of product information. In addition to European standards, manufacturers often turn to American safety standards of the FDA, which conducts a large number of studies on the safety of certain types of cosmetics. The Ukrainian cosmetics industry not only does not meet the requirements of European directives on the quality and safety of cosmetic products and causes consumer distrust, but also lacks modern regulatory and technical support, which provokes a lack of proper control and stagnation in production. The level of development of the Ukrainian market and the non-transparency of trade rules in the perfume and cosmetics industry contribute to the chaotic distribution of any brands and counterfeit products. This is, in particular, due to outdated norms and requirements of current legislation. Practical significance. The basic requirements for the quality, safety and labeling of cosmetics in accordance with the requirements of European regulations have been identified. The separation of such requirements will greatly simplify the procedure for preparing accompanying documents for exports of this product group by domestic producers.
